Merry Christmas!

Times are tough, and I don’t have a lot of money. I couldn’t even afford a Christmas tree this year, so I prayed for help. Ask and ye shall receive! God (or maybe it was Santa Clause) sent me not one but two trees a few nights ago. Seriously, they just magically dropped down from the sky. They just happened to land right on one of my favorite parking spots too, but I was parked in front at the time, so I guess someone really is looking after me.

Well, I didn’t want to seem ungrateful for the gift, so I threw some garland and ornaments on to claim them as my Christmas trees. It looks real pretty when it’s lit up at night. Laugh all you want, but I didn’t pay a damn thing for them. And I’ll bet my trees have caused more people to smile than that one you’ve got hidden inside your house. Eat your heart out Charlie Brown. My tree is every bit as ugly as yours, but a whole lot bigger.




The strange thing is that the trees hanging over the house look half dead, yet not a single limb fell there. But the trees on the side of the house appear to be young and healthy. Go figure - maybe someone really is looking out for me. We actually had quite a few limbs fall in this neighborhood, but as far as I can see no home or auto damage occurred.

I kept hearing what sounded like small explosions all night long, and by the time I went out Friday morning, the empty lot across the street was half covered with fallen debris. By Saturday, the lot was totally covered.

I was outside around nine in the morning when a large limb fell just to the north of me. It covered the street so precisely from curb to curb that it almost looked like it had been placed there. You’d think this would have completely stopped traffic, but a few cars (and at least one city bus) just drove on the sidewalk to bypass it.

A neighbor came over and asked if I’d help him move the branch out of the street. I told him I actually thought that having traffic slowed down here was a good thing, so I’d just leave it. He thought about what I said for a second then added that he saw my point and it sounded good to him.
About an hour later, two guys hooked a rope to it and pulled it out of the way (sort of.) They actually left it in one lane of the street and right along the side of my house. That pretty much finished blocking off the parking on the side of my house and I felt compelled to say something to them at first. But then I figured they were just trying to help, and there really was no good place to put it, so I just let it pass. I’m betting it will be after Christmas before the City gets around to clearing this road. Sure hope so, because I don’t plan to take the tree lights down until after that.

Sory I'm late honey...I accidently locked my keys in the car!

I was driving home early this morning at a little past midnight when I saw something that caught my interest. The police had pulled over a vehicle a couple blocks away from my house, which in itself is not really that unusual. However, what first caught my attention about this scene was that there were three officers and only one patrol car. There were no other police cars in the area. Usually there are one or two officers to a car, but I have rarely ever seen three in one car. Anyway, as odd as that fact might be, it was not really at the heart of the story here, just something of interest to take note of.

I parked for ten minutes and watched as the driver of the car was handcuffed and taken by two of the officers back to their patrol car. The third officer then began searching the car, including the trunk. At one point he appeared to be dumping the contents of the ashtray on the ground, then went back inside the car. I know he turned the ignition key, as I heard the engine squeal, but I’m not sure if it actually started.

After a few minutes, this officer joined the others and all three stood there with the handcuffed man and talked a bit. The officers then let the man walk back towards his car, and they all three got in their car and drove away. I watched as this man stumbled around in the dark beside his car for a few minutes, and became more curious as to exactly what was going on. I decided to pull up behind him and ask if everything was okay.

His initial reaction was a bit startling. If I am standing out on a dark street in a high crime area of town, and another car pulls up on me, I am going to do one of two things. Either I am going to walk towards that vehicle (most likely with my hand on my gun) or I am going to walk away from it. Instead, what this man did was to just stand there, with his head hung low, and not move an inch. He remained this way for at least thirty seconds and I finally realized he probably thought I was another police officer. He was simply afraid to move or even to look up at me.

I called to him, asking if he was okay, and he then approached my vehicle. I asked why the police had stopped him and he said he had been talking with a girl. I said “You mean there was a girl in your car?” He responded “No, she was walking and I stopped to talk to her.” He then told me that the officers had locked his keys inside the car. I was seriously considering offering him a ride, just because I didn’t think it was safe for him to be walking this neighborhood in the middle of the night. The look of concern must have shown on my face because he then said “I’ll be okay, thanks.” He then began walking home.

Now that you know the story, there’s a couple things to consider here. First of all, this incident supports my belief that most patrol officers really would rather simply stop a problem from occurring, rather than to arrest someone. This guy looked a little inebriated, and if he’s going to be driving through this neighborhood in the middle of the night and calling out to strangers who are walking around then he probably shouldn’t be behind the wheel. I think what happened was that these officers assessed the situation and determined that this guy hadn’t caused any real harm, but that he had the potential to do so. Basically, they disabled his vehicle for the night, and let him go on his way.

What is troubling about this, however, is the potential for something to go wrong. As I have said before, I see a lot of police activity here that never even gets reported on FWPD’s daily activity report. It seems that to allow a situation where an officer can detain and handcuff a person, while leaving no record of the event, is an invitation for abuse to occur. Now it might be that some internal documentation is actually done in such cases, but of course there is no way of knowing this.

In the past two years, I have directly led police to discover illegal drugs here three times that I know of. The first two times were in December 2006, so there is no on-line record for comparison. But in March of 2007, I called FWPD to report drug activity here. A short while later, there was scanner traffic that appeared to be related to my call. Then, several patrol cars swooped down on the place and the officers grabbed one of the guys as he was running. They found several rocks of crack cocaine on the ground where he and his friends had been standing, so they handcuffed him and sat him down on a neighbors steps. As two of the officers were arguing with the suspect and his mother, Officer Jefferson (a member of the FWPD Command Staff) arrived to negotiate the situation.

No arrests were made that day, but a report actually does appear to have been filed on this activity.

If anyone is able to get their hands on that report, it should state that four or five rocks of crack were found on the ground that afternoon. I really doubt if this report would be released publicly, but if it was, it might be interesting to check and see if they handle drug busts here in the same style as Indy (officers skimming off the top.)

Anyway, I’ll have to wait until Monday afternoon to check and see if the traffic stop I witnessed a couple hours ago even appears on their activity report. It seems doubtful since the guy obviously hadn’t yet done enough to warrant being arrested, but then the officers went ahead and purposely locked him out of his car. Which makes one wonder - what if it had been a pretty young woman who was stopped alone (by three men with guns) on that dark and desolate street, or what if the officers had found a large amount of drugs and cash in the car? If they can do nice things off the record, then couldn’t they just as easily do bad things?

I certainly can appreciate that allowing police officers a certain amount of discretion can often be helpful to both the people they stop as well as the communities they serve. But if this discretion is so wide as to allow them to simply act without any record being made, then there is simply no way such a system can fail to eventually corrupt some officers, if it hasn’t already.

So remember to check the FWPD activity report after it is released on Monday afternoon and look for something similar to this posted there.

Actually, now that I think about it, this was early enough in the morning that it might have been initiated at the end of the previous night. Regardless, the rest of the details are unchanged so it shouldn't be difficult to spot.

If you don’t find it, then it’s just one more example of the police acting off-record. If you do find it, then at least my predicting it before it was published will perhaps add more credibility to my reporting here.

Whoops! - I Forgot To Give This One A Title

I was driving home a little before 3:00 this morning when I noticed a patrol car at my intersection. He was pulled a bit past the line, so I stopped and blinked my lights to let him know I was waiting for him to pass. He didn’t budge, so I went forward and turned to park in front of the house. As soon as I parked, the car passed through the intersection and stopped beside me as I was getting out of the truck. I figured at that time of the morning, and in this type of neighborhood, he was just suspicious about me. I wasn’t drunk, and I didn’t have any crack in my pockets, so I wasn’t concerned. I just figured it would be an opportunity to get to know one more FWPD officer who patrols my neighborhood.

I was wrong though. It turns out I have already met this particular officer twice before. The first time was earlier this summer when I shouted profanities at him as he passed by my house. You might recall that I was impressed at the time because Officer Hull stopped and politely asked me what the problem was, rather than throwing my ass to the ground and arresting me. He also mentioned that he had a copy of my letter to Chief York in his car, to let me know that he and other officers were in fact aware of the problems I am having here. You’d think all that would be enough for me to remember him, but I guess that passion does a lot to fog the mind.

The second time I met Officer Hull was a month or two later, when a man was shot across the street from my house this summer. I was actually speaking with him and another officer for a few minutes before he mentioned our previous encounter, and of course I was especially embarrassed then for not having recognized him. At that time however, he told me his last name, and it was easy to remember since it is the same as one of the “famous” local families here. I even joked at the time, asking him if he was related, and this was enough to cement his name in my mind.

Now, when you consider that the first time we met involved me verbally assaulting him when he had done absolutely nothing to deserve it, and the second time we met I didn’t even recognize him, you might think that Officer Hull would rate me pretty low on his list of people he wants to be talking with. But that was exactly his reason for stopping here this morning. He said he had been trying to catch me for a while now to get a chance to talk about how things were currently going in the neighborhood.

We spoke on that subject for a few minutes, then Officer Hull gave me his business card. He made it clear that he would always appreciate any information that I could give him. He also added that he probably wouldn’t reply back to me on each individual call, so I should request that in the message if I felt it was necessary. Basically, it was an invitation to a dialogue.

This is certainly not the first such invitation. First of all, there is Officer Rice, who I have mentioned a few times before. He just came into my story here in the summer of 2006, and I have only progressed up to early November of that year on this blog, so you really haven’t understood the full impact of his presence here. For quite some time, he was one of the most active officers in this neighborhood, and there has been a lot of useful dialogue between the two of us here during the past couple of years.

But I always felt that Officer Rice’s rank as a patrol officer left him unable to effectively deal with some of the issues I am facing here. This is not a slight against his capabilities in any way, just a recognition that in a bureaucracy such as FWPD, the lower level employees are often not given the necessary means to conduct the business which they are expected to do.

I have also had in depth conversations with two members of FWPD Command Staff. I met and spoke on the phone several times with Officer Marshall in 2003. I worked with that until it became clear to me that he simply did not give a damn about the problems here and was just lying and trying to throw me off course by acting as though he was getting involved.

Then, there was Officer Jefferson who I met just this year. He seemed very sincere and I really thought he would be useful in getting to the heart of the problem here. Of course, that notion quickly dissipated the day he told me that the issues I was bringing to him were ones that I should present directly to his Vice and Narcotics Department. When I began to explain that I have tried to do exactly that, several times, but was always rebuffed there, he suddenly had to end our conversation. I’ve never heard back from him since that day, so I presume he either doesn’t give a damn or just realizes he can’t be effective on the problem - which is a scary thought, considering that he is a member of the Command Staff.

I guess I’m just going to have to accept the fact that the upper echelons of FWPD do not want to directly communicate with people like me, who are trying hard to do exactly what they claim they want me to do. And although the patrol officers certainly have many restrictions placed upon them by these very same knuckleheads, it is obvious that they are the only ones I have any chance of building some type of functional relationship with.

I have a means now for contacting two patrol officers who I consider to be extremely competent and professional. And the fact that they work on different shifts is an added strength as it gives me broader coverage. I guess that the practical thing to do at this point is to concentrate on this strength of the FWPD, and simply ignore the weakness that exists at the top. Granted, due to their rank, there is a lot that these two patrol officers probably won’t be able to do. But at least it seems like they want to help. And that is far more than my experience has led me to conclude about the Command Staff.

I’m currently working on installing better cameras, and I am repositioning them to get better coverage as well. I am certain that as soon as warm weather comes around again, the drug activities in this neighborhood will reignite to some degree. But I am also hopeful that between my cameras and the help of good FWPD officers such as Rice and Hull, it will not be as offensive towards me and my property as it has been in the past.



On another subject, last week I heard someone kicking against my retainer wall on the side of the house. This was just a day or two after my window had been busted, so I was still a bit on edge. I grabbed my gun and was about to walk outside with it in my hand, but for some reason decided to tuck it first. So I went out, expecting to hop the porch rail and be getting in someone’s face, when I discovered two young girls (probably around ten or twelve years old) setting there. They were a bit surprised, but not running and screaming, so I guess it’s a good thing I didn’t have the gun in my hand.

I asked what they were doing there and they replied that they were just waiting on the bus. They asked if I wanted them to leave and I told them it would be fine for them to set there. I told them that sometimes the squirrels make a lot of noise here, and I thought that’s what the noise was. In reality, it was just these two kids swinging their feet as they sat on the wall. I told them they were pretty big for squirrels, and they both got a laugh out of that.

This place really is kind of like a war zone at times, with all the shootings, arsons and other assaults which regularly take place here. And then there’s the decent people like Arlen and many of my other good neighbors. And of course there’s also a lot of innocent children. And this contrast really confuses things sometimes. Too much contact with the good elements here can lull one into a false sense of security. When neighbors bring me flowers to plant in my yard, or invite me to eat from their grill, it is easy to start thinking that I no longer need to keep a gun tucked in my waistband when I am mowing the lawn in the middle of the afternoon.

And of course, the opposite circumstances affect me just as profoundly. I simply walk out to check the mail, and get drawn into a confrontation with the drug dealers who are trying to take over my home. Or I set down to watch TV, and some asshole throws a rock through my window. And next thing you know, I’m screaming at the salesman who comes to my door and threatening to kick his ass if he doesn’t immediately remove himself from my property, or I almost get into a situation where I am drawing my gun on two young children.

All I can say is that if war were every to come to the streets of America, I think I will be more psychologically prepared for it than most. And I’ll have this wonderful neighborhood to thank for the training.

A Good Kind Of Bad

Do you know what a good kind of bad experience is? History is full of them. Take the Japanese attack on Pearl Harbor for example - definitely a bad thing (from the U.S. perspective). Yet anything less tragic than this would probably have not been enough to get us off our isolationist asses and move forward into the world. As a result of this impetus, the U.S.A. became the emperor of the world. Granted, we are now feeling the cost of bearing this mantle for so long, but we simply can not ignore the fact that for many years after the war we derived much wealth and security from our newly attained position. And none of this would have come to be if those sneaky Jap’s hadn’t sucker punched us.

Of course, the perspective of each particular country has to be taken into perspective when considering this. For example, from the Japanese view, their attack on the United States was a good thing because it immediately immobilized the largest potential threat to their empire. Of course, the result was to propel our own warfare machinery to the point that we damn near wiped Japan off the face of the planet. So what seemed good at first (to the Japanese) actually turned out to be bad for them.

In addition to the numerous such historical examples to be found, most people have probably either experienced and/or witnessed such good-bad models of the personal type. What about the scrawny kid who got beat up a lot, and as a result began working out and taking better care of his body, and today looks and feels twenty years younger than his former classmates do? And the other view is equally exemplified by young girl, who was so beautiful that she never really had to worry about her personality. She always got away with being a bitch because her personality was never what the boys were even looking at. But now that what they were looking at is sagging and wrinkling, her natural deficiencies in other areas have become painfully obvious to all.

Well, my thirteen years in the HUD house here has provided many such good/bad scenarios. I never owned a gun and had hardly ever fired one before I purchased this house. This neighborhood, and the bad associated with it, is the reasons that today I am able to handle a fire-arm. Going even a bit further, living here has changed my psychology. Thirteen years ago, if a person was shouting in my face while I was in possession of a concealed deadly weapon, I simply would not have had courage or self-control necessary to not draw my weapon, even though drawing the weapon would not have been necessary. I can definitely say that I have a lot thicker skin today than I did thirteen years ago. This has worked to my advantage many times outside of this neighborhood as well, and it is a direct result of my experiences while living here.

Fire is hot, and the heat is uncomfortable, but that is what it takes to forge the steel. Like they say - No pain, no gain - and so we realize that the bad is often necessary to bring about the good.
Anyway, all this philosophizing is merely a prelude to explaining something which recently happened to my house. This past Sunday evening (Nov. 23), someone threw a rock through my living room window. Because I hadn’t finished framing around this window yet, I simply stapled a blanket against the wall there to decrease the breeze. This prevented the glass from coming through. The first thing I did was to grab my gun, then I called 911.

After the operator asked for my name and address, she wanted to know what the problem was. When I first explained what had happened, I can’t blame her for not necessarily viewing it as a priority call. Most of the time such an event is the work of bored kids, rather than angry drug gangs. The operator had no idea that I had a Glock in my hands and was about to go outside and take care of whatever problem I found there. So she proceeded to the usual protocol of asking a bunch of bullshit questions.

She wanted to know if glass was on the floor inside. I explained that the “curtain” covering the window had prevented this, and that I wasn’t even certain that it was my house window. I said it might be my truck which was parked on that side of the house. She asked another question and I realized that she wasn’t grasping the reality of the situation and that talking with her was prohibiting me from doing what I needed to do. So I calmly explained “Listen God Damn it. Two years ago these mother-fucking drug dealers tried to burn down my house because I was talking with the police. I don’t know exactly what’s going on right now, but I think you need to send a car.” She responded with another bullshit question to which I simply shouted “Send a God-damn car now!” I then hung up the phone and went outside.

I went outside and quickly confirmed that it was in fact my living room window which had been broken. I walked around the other side of the house, then went back inside to grab my flashlight. When I came back out, two squad cars were already on the scene. One officer shone his spotlight on the window, revealing that both panes had been broken through, leaving about a five inch diameter hole. The officer asked if I knew what had been thrown and I explained that the curtain had stopped it from coming through. As I turned to go inside and check, I added “At least it wasn’t smoking this time.”

It turns out that a rock (about three inches long and one inch in diameter) was the weapon of choice this time. As I displayed it to the officer, I said “I doubt if you can get prints off of this.” The officer declined to take the rock in as evidence. As he was leaving, the officer said “Man, I thought we had this taken care of.” - Apparently not.

I spent that evening boarding up not only the broken window but the other lower-level windows as well. About one in the morning, as I was boarding up my front window, a squad car approached from behind me. I turned and slightly waved t the passing car, which caused it to suddenly stop dead in the intersection. The window was down, but I couldn’t see who was inside. I simply said “Sorry, I was just waving. I wasn’t trying to stop you.” Without saying a word, the officer drove on. It could be that me nodded or waved in recognition but I simply could not see this because of the lighting. Anyway, that was kind of weird.

By the next morning, my home looked like just another boarded up former drug house. I waited for the mail carrier that day to explain the situation. She acknowledged that she probably would have assumed the house to be uninhabited and discontinued delivery there. She had me write a brief note that she would file at the post office to ensure that delivery was not stopped. I decided it would be easier to not explain about the whole “War with the aggressive drug dealers and incompetent police department” thing. I simply said the windows were temporarily boarded due to construction, but that the house remained inhabited during this time. I wonder, if it's a federal crime to lie to your mail carrier?

So that’s the scoop on the bad side of things around here lately. As for the good side, there definitely is one. I just don’t want to talk about it in detail right now. The short version of the story is to simply say that I was at a cross-roads as far as making certain important decisions was concerned. What happened earlier this week actually made it a lot easier for me to make those decisions. I was sort of at a standstill, but now I am moving forward. And for that I owe a sincere thanks to the scum-sucking, son-of-a-bitch bastard who threw the rock through my window. In addition, I expect my heat bill this winter to be substantially reduced due to the windows being covered.




So there you have it. My home is now officially a castle - steel plated, windows sealed, with viewing terraces on high for both the front and the back. It seems to me that if these drug dealers had any brains they'd offer to buy my house, rather than tear it down.

My Appeal To The Board Of Public Safety: November 2006

After FWPD summarily dismissed my complaint about Officer Marshall, I decide to file an appeal to the Board of Public Safety. I started with an initial letter which basically just described why I thought Internal Affairs had failed to properly investigate this matter. That letter follows at the end of this post.

But then I started going through my notes and began to notice something very unusual. There were several circumstance which were a bit strange, but when considered alone could easily be dismissed as mere coincidence. However, when viewed as a whole what I noticed was quite disturbing. All of these events are from the Summer of 2003, when I met and talked with Officer Marshall several times to discuss the problems here and ask for his department’s help.

1) Sunday, August 3: When Officer Marshall first called me, he did so from his home telephone. This did not raise any red-flags as it would be expected that a high ranking officer would probably carry a lot of work home at times. But in hindsight, I can’t help but think that if an officer wanted to do something without the department’s knowledge, then calling from outside of the department would be the way to go

2) Wednesday, October 10: I had stopped at Frost Illustrated Newspaper to speak with a writer there about the situation with FWPD. He said he would do some checking and get back to me. As I rode my bicycle back home, there were police cars in sight nearly the entire way. One of the cars that passed by as I approached my house was patrol car number 105.

Sunday, October 14: I left my house and headed south on Warsaw Street. At this time, patrol car number 105 was parked at the south-east corner of Warsaw and Pontiac, facing my house and parked just a block from it. I thought that was a bit strange, but figured that maybe FWPD had decided to watch my corner a bit closer and this was the officer assigned to do that. What started to make things seem a bit more strange was that as I drove along, there was an unusual police presence along my route, even though I was not taking main routes and was turning a lot.

What was really strange was that as I pulled into the Southgate shopping center, patrol car number 105 passed by me once again. So maybe this was all just a coincidence, but it sure was starting to seem like PC-105 was watching me, instead of my neighborhood for some reason.

3) Thursday, October 1: Officer Marshall came to my house and sat with me on my front porch for more than half an hour to discuss the situation here. Before Officer Marshall arrived, several marked and unmarked patrol cars began cruising through the neighborhood. After that, Officer Marshall called to tell me he was on his way. During our meeting, police cars continued circulating through the neighborhood. It was obvious from just this that Officer Marshall had at least a few other officers checking out the situation for him.

Yet whenever I have talked to any of the officers who work this neighborhood since that time, they seem to have been totally unaware of this meeting. It seems strange to me that when a resident of one of the most active drug neighborhoods in Fort Wayne offers to assist the police, that the member of the Command Staff who receives this information would consider it worthy of passing down to his subordinate officers. For some reason, Officer Marshall decided not to.

4) Friday, October 10: I talked with the President of the FBOP about the situation here. I said it seemed to me that Officer Marshall was purposely ignoring me about the problems I was having here. Four days later (Tuesday, October 14) he called and left a message saying that he was talking with some people and that he’d be in touch with me again. It is natural to assume that Officer Marshall was among those he spoke with, if not the only one.

That evening, I returned to find that my home had been burglarized. Granted, this is a high crime area. But that was the first time anyone had ever crossed that line, and it happened immediately after I had spoken with another Officer about the situation with Officer Marshall. Maybe this was just another coincidence, or maybe this was Officer Marshall’s way of sending me a message to stay out of his business.

5) Wednesday, October 15: Called FWPD to report that several kids were searching a neighbor’s bushes with flashlights, looking for their lost drugs that they had stashed there earlier in the day. When officers arrived, I spoke with them about the problems here. They were surprised at my cooperation because that is not what they normally get from residents of this neighborhood. They stated that their superiors had never spoken to them about me, or my offer to cooperate with their department. Again, it seems really strange that Officer Marshall would fail to inform the patrol officers about this kind of information.

6) Monday, October 20: I called a person who worked for the Mayor’s Office and left a message. We had previously talked in person, so he had some idea what I was talking about. But recent events were making the situation unbearable, so I called and left a message. Basically, I told him that unless he could prove to me that his Mayor (Richard) gave a damn, that I would go to the papers or to his opponent (Buskirk) with my story and let them have some fun with it at the Mayor’s expense.

He never returned my call, but Officer Marshall called me three times that day. When he finally reached me, he sounded almost desperate to convince me that he and his department were willing to work with me. It had been over a month since I had spoken with Officer Marshall, and several messages I had left during this time went unreturned. Although Marshall never mentioned it to me, it was obvious that the man I had spoken with had lit a fire under his ass. During this conversation, Officer Marshall suggested coming to my house the next day to speak with me again. He wanted me to drive through the neighborhood with him and tell him everything I knew.

That evening, as I was setting on my front porch, one of the drug bosses here approached my house and asked to speak with me. I had never met this man before, yet he came right out and asked if I was trying to “shut things down” in this neighborhood. Again, perhaps this was just another coincidence, but is sure seems strange that only a few hours after I had arranged to give Officer Marshall detailed information about the drug activities here, one of the guys who runs things would come and ask me to back off.

When I finally made a summary assessment, what struck me as most odd was that after having spoken in person or on the phone with Officer Marshall (a member of the Command Staff) on several occasions, and after having offered to allow FWPD to station cameras and officers inside my home to take care of the problem here, none of his subordinate officers ever seemed to have heard anything about this. Furthermore, the times that I had spoken to Officer Marshall’s peers and superiors about his apparent lack of interest in enforcing the law seemed to draw an immediate reaction from the criminals here.

It was as if talking with Officer Marshall was the same as talking with the drug dealers themselves. And yet Officer Marshall was of high enough rank that if any other officer brought my situation to his attention they would confidently believe Officer Marshall saying “I’ll take care of this.” So as far as I could see, Officer Marshall was definitely not working to enforce the law here and was likely acting to keep other officers from working with me as well. It’s very possible that he was even connected to the drug dealers themselves. In my appeal, I formally accused Officer Marshall of Behavior unbecoming of an officer, Conspiracy to obstruct law enforcement, and Racketeering.

I had first tried to find out how the process of filing an appeal worked, but was unable to get any answers. I had hoped that I would be called before them to speak about the matter, but I didn’t even know if that was allowed. As far as I knew, this was my final chance to speak on the matter, outside of filing a lawsuit, so I opted for saying too much over not enough. I closed my appeal by stating that if the Public Safety Board failed to properly investigate this matter, and that if it were later determined that my charges were accurate, that this would open the City itself up to significant liability.

Considering Officer Marshall’s high rank, and the fact that he had already shown how well he could manipulate the situation, I wasn’t sure what type of reaction this complaint might draw. To be safe, I sent copies of my complaint to the Allen County Sheriff, the Superintendent of Indiana State Police, the Allen County Prosecutor, and The Indiana Attorney General. Basically, if I ended up dead or without a home, I wanted to show that I had made all appeals for help that a reasonable person should be expected to do.

I sent all of these letters by certified mail, and I attached a cover letter to them as well. I received two responses. Allen County Prosecutor Karen Richards was nice enough to write and tell me that this was none of her business. Indiana State Police Superintendent Paul Whitesell wrote me a very nice letter. He first commended me for doing so much to actively work against the crime in my neighborhood. He then went on to say that he was confident that FWPD chief Rusty York could handle the situation. Steve Carter (Indiana Attorney General) and Jim Herman (Allen County Sheriff) never wrote back.

I think it was a couple months later before I finally heard anything back about my appeal. This letter was from the City Attorney’s office, so I expect they had to spend a bit of money just to get those people to review it - perhaps it was my implied threat of a lawsuit against the city that caused that. Anyway, that letter was basically the same as the one I had received from Internal Affairs. They did not feel that my charges could be substantiated. And their reasons for this were????

That’s right, just like with the original complaint, there was no real explanation given. I don’t know whether Officer Marshall denied what I said, or if FWPD simply thinks that type of behavior is acceptable. Hell, I don’t know if they even bothered to question Officer Marshall or anyone else about this. I never was invited to meet with anyone to discuss this matter. No one bothered to question me to get clarification on any of it. Just from those facts alone, it is safe to say that no real investigation was conducted.

Apparently the Fort Wayne Board of Public Safety is simply a rubber stamp, and in my book, that makes all of them as out to be the same kind of useless bastards as Officer Marshall and Chief York themselves are. Oh well, I guess I should just consider myself lucky. If I was black, and made this kind of noise, I expect that I’d be dead by now.

If you look at the last page, you will see a listing of several violent events which recently occurred in the city. Notice that several of them (circled in red) are within a block or two of my home. I have also marked the location of my home with a red X on the map in the upper right hand corner of that page.

Considering that this article dealt with several murders, attempted murders, and other shootings, and given the fact that one of these reported events was a gang of people shooting at a passing police car, it would be rather difficult for either FWPD or the media to claim they didn't know this problem existed here.

To this day, I still find it unfathomable how both these groups seem to have tried so hard and for so long to ignore what I have been saying to them. This city has a deadly serious problem, and it still has not been properly addressed. Any member of local government or the media who does not see that is a damned fool. Anyone who sees it but simply chooses to do nothing about it is just a worthless sack of shit!

Six Months Of Crime In The Hood: A Brief Analysis of FWPD Daily Activity Reports

Fort Wayne does not have a ghetto! I know this is true for two reasons. First, because If any neighborhood in this town qualified as such, it would definitely be this one. And second, because many of my neighbors, most of whom have lived here much longer than I have, have stated flat out that this neighborhood just does not meet the strict requirements necessary to be called a ghetto.

Chicago and Detroit have ghettos. Even Indianapolis has a ghetto - At least they did in 1968 because that’s where Bobby Kennedy publicly announced the assassination of MLK. According to my neighbors, this neighborhood and the Eden Green apartment complex are probably among the top two contenders for the title of ghetto here, but they both fall short. What we have here instead is “The Hood.” That’s right, according to my neighbors, I live in The Hood, but not in the ghetto.

When this fact was revealed to me, I pressed a bit for a more precise definition of ghetto, and what actually separates this from just “The Hood.” Well, as with many such complex matters, the discussion had to begin with understanding our common experiences. The guy I was taking with, Ike, first asked whether I thought I had ever seen any real ghettos.

I told him about my trip to D.C. several years ago with some friends, and how when looking for the White House, we ended up at the wrong 1600 Pennsylvania Ave. That’s right, we ended up thirty-two blocks south -east of the Mansion before we finally figured it out. As we drove around the area a bit, it sure looked like a ghetto to me, but it’s been a while so I can’t recall for sure. Anyway, Ike had never been to D.C., so he didn’t know the specific area I was talking about. But he had friends there, and they could verify that the city in fact did have a ghetto area, so it‘s possible that‘s where I was at.

Exhibit two was the city of New Orleans. As soon as I mentioned this, Ike’s eyes lit up and he said “Oh yeah, they got a ghetto there. I recalled for him my trip through one particular neighborhood. There were several large housing projects as far as the eye could see. They all had very tall fences around them and there didn’t appear to be any vegetation growing anywhere at all. Most of the doors and windows were wide open, and a large number of the windows were broken out. I had no idea where I was at the time, as I had just landed there by taking a few wrong turns.

I actually thought it was uninhabited at first, and I remember my shock as I saw the first glimpse of children playing outside one of the buildings. Seeing people in this dilapidated area seemed about as strange as finding sharks swimming around in a local lake. It was really disturbing to see people living in those conditions. When I finally caught the name of the street, the irony was almost too much as I realized these people were living on Martin Luther King Boulevard. It was when I mentioned this that Ike commented “Yeah, that’s a ghetto. We ain’t nothing like that here in Fort Wayne.”

I still never got a precise definition that day, but I is obvious that “The Hood” and ghetto lie along the same spectrum. The main difference seems to be in order of magnitude. This includes not only how intense certain factors such as criminal activity are, but how large the area encompasses also. In other words, If there is a two block area where crime is rampant, one could easily avoid that area in most cases (unless you actually live there.) But when this high-crime area encompasses a few square miles, and a lot of people must walk through it to get from their home to the grocery. Then it moves towards being a ghetto.

What I took from my conversation that day with Ike was two things. First of all, my neighborhood is considered by many people to be one of the highest crime areas in this city. But the most important thing I realized is that the main factor which prevents my “Hood” from becoming a ghetto is simply that this city is not large enough for that. There are huge areas of low income, but the areas with constantly high crime rates are relatively small and disconnected. I guess we have something to look forward to now as this city moves forward.

Ike really didn’t tell me anything about this neighborhood that I hadn’t already figured out. I have lived in three different locations in Fort Wayne over the past eighteen years. And I have lived in a dozen other places in other cities/states prior to that. I have something to compare to, and it is obvious that this neighborhood is remarkably unique in certain respects. But to try to adequately describe this neighborhood to someone who really hasn’t experienced it is difficult at times. Sure, I have all my interesting stories to tell, but that has certain limitations.

First of all, most people don’t have time to read all of them. In fact, I have only told the abridged version most of the time. Granted, having only one person getting shot within sight of my house or having Molotov cocktails thrown at my house is enough to convince most people that this is not your typical neighborhood. But the truth is, despite all the stories I have told, and all that you may have read, there is still quite a lot left untold. So on one hand, my blog might really be seen as underplaying the situation here.

On the other hand, as I have repeatedly acknowledged in the past, my personal connection to the situation might warp it in the other direction. I have described certain situations here to others before and they seemed to think I was overreacting to it. So yeah, it is very likely that my emotions cause me to interpret things differently than others might. Although this skewed interpretation of things can easily be seen as a function of having lived in this neighborhood so long, it is still worth noting. My objectivity has been compromised, and therefore my own accounts might be overly dramatizing things.

So how can I objectively describe the situation here when there is reason to believe that my own accounts are at different times either overstating or understating the situation? This imperfection is endemic in all humans to some degree, and humanity has tried to correct for it since written history first began. And one of the most interesting ways we do this is by trying to quantify characteristics that are most aptly described in qualitative terms.

For example, when you read about a nuclear warhead that can deliver a 50 megaton blast, just how in the hell are you supposed to interpret this? Obviously 50 MT is greater than 25 MT, and less than 100 MT, but this comparison does little to help us grasp any meaningful understanding of the term. But what if we reference it to something that we are familiar with, even to just the slightest degree?

I imagine there are few intelligent adults anywhere on the planet who do not realize that the United States once dropped an atomic bomb on the city of Hiroshima Japan. And I expect that certain images of that event are easily recognizable to most people. While we may not have a full understanding of it from just those photos, it at least gives us some familiar point of reference to start with. So now, if I tell you that some foreign country has a missile aimed at you that is three thousand times as powerful as “Little Boy,” you now have some idea of just how badly you should shit your pants in response to this. The unfathomable has gained meaning.

They (attempt to) do this same thing in hospitals. After tiring of hearing people say “It hurts so bad I can’t stand it” or other meaningless statements, they have now attempted to quantify the qualitative. On a scale of zero to ten, they will ask, how bad is the pain? Well, whenever I hear this I laugh a bit. I guess to answer this accurately, I would first have to have experienced total pain (a ten) and total pleasure (a zero). Sometimes I think the real purpose of this question is just to see if you are able to talk. But it seems to have meaning to those asking the question, so perhaps I’m just not getting it.

Anyway, all this ruminating about quantification has come about as I have been trying to figure out a way to more objectively describe the activities in my neighborhood. Since I do not see everything, and what I do see is subject to my own flawed interpretations, I decided to draw on an outside source. Following is information I have taken from Fort Wayne Police Department’s daily activity logs. Although this data appears to be subject to much manipulation itself, I think that the truth would actually lean more in favor of the point I am trying to make.

What I have listed below is every publicly reported FWPD activity which has taken place within two blocks of my home during the past six months. My neighborhood represents 0.07 percent of the total area of the city of Fort Wayne. All things being equal then, the police activities in my neighborhood should represent approximately 0.07 percent of the total activity for the entire city. But all things are not equal, and my neighborhood actually accounts for 0.60 percent of the entire city’s police activities. So, just going by the raw data provided by FWPD, my neighborhood has approximately 8 ½ times the amount of police activity that the average Fort Wayne neighborhood does.

There are other factors to consider as well. There are many activities which take place here and seemingly go unreported. Evidence for some of this can actually be found in the activity reports themselves. And there are other ways that data in the activity logs is misleading as well. I will discuss all this in more detail later, but for now, just focus on the fact that the indisputable facts show that my neighborhood is a little less than ten times as criminally active as the rest of Fort Wayne, and that the true figure here is probably even greater than that.

Now this list is extremely long, and I would really be surprised if anybody (except, perhaps, for Bobby G.) took the time to read the whole thing. But what you should realize from even a quick scan is that hardly a day goes by where there is no activity in this neighborhood. And if you look at the nature of the activities, you will see that they cover pretty much just about anything that could occur.
